I suspect it's some sort of fast food kid's meal toy. That or a collection of hand weights--colorful ones.
No, I just looked at it again. I think it's a pile of the big Legos, the Duplos, in a form of a person.

I vote for push-pins but it really does look like Winnie the Pooh is sitting in the middle.
My over active imagination first thought, Winnie the Pooh throwing a smurf and carrying an elephant backwards. But I am tired and it has been a long day out in the sun. :)
My husband says Legos or Lego people. I thought it was flowers.
